I have my Army HQs LOCKED and have assigned Sapper and RR Construction units to them and some units have moved.

Why is that happening when I have the HQs locked? Shouldn't what I put there stay there since locked?

I know units have moved because I'm keeping track on a wordpad document since I've put these support units where I wanted them.
