I have an odd problem doing a strategic transfer of a HQ, specifically the Supreme HQ. When I go to the transfer screen it shows the Supreme HQ the word WITH and another HQ - see screen print. I do not want to transfer both of them and the sum of the two exceed the transfer capability.

Why is this happening and what can I do about it?

No, it means that an HQ below the word "with" is a transporter and a unit above is going to be transported.
