I am playing the Germans in a campaign. After each battle I seem to be growing extra crew. They attach themselves to various units. I can't seem to do anything with them?

I turned my extra crews into Engineers and had them ride on the tanks and lay mines. Perhaps a rather unusual job change (I was going to say MOS change but I guess not everyone would get that one) for tankers. By the way, the engineers do get to lay free mines in the campaign game. Is this a mistake or is it intentional? It sure makes them a lot more useful.

That's a feature of the game. What self respecting Engineer Squad doesn't carry a few mines to place around defensive positions? The engineers place mines pretty slowly, so you really can't get all that many down before the enemy is upon you. BA Evans
