I can fine no reference to starshell in any of the various document. I know that Shift-Alt-Fire does it, but how do i know which units are capable of firing it? Why does an area around firing unit become illumated when a unit fires and why can't I see the results of fire receeived? I can understand not know your fire effects but you would know your own.

5.23 Night Combat is described on pp 70-73. Star Shells and LOS is described on page 72.

The results of an attack vs. a Gun flash hex are always "Unknown effects vs. unknown units" probably because no units are selected as targets, just the gunflashes themselves. I agree that you should be able to see your own casualties, but a commander does not always have that luxery, especially at night.

That explains why I couldn't find it.  I was searching for starshell not star shell.
