I recall CAP (AAW patrol mission type) will have radars ON in EMCON regardless of global EMCON. Yeah not sure, I'm going to have to try with someone else's scenario. I don't recall them defaulting to weapons free but I could be wrong. On the Nukes I just started the scenario and released nukes to the American units with no problem.
