To my knowledge, ressources Mpps are limited if you don't have a rail back to the capital strengh equal or Superior to 5 all the way from the ressource to the capital.

Is it enough to bomb the capital under 5 to limit the amout fro mines and oilffields? That would make bombing Berlin much more efficient despite my opponent AA4

Do you mean german controlled ressources would be supplied by Rome ? ****
