In the editor, one of the conditions for the Soviet Northern Offensive event seems to be that Ground Defense Pct for the NF is >= 115

However, the description text for the "An Opportunity Arises" event says "at least 110% of the Ground Value Requirement"

I would guess these numbers are supposed to be the same, either 110% for both of them or 115% for both of them to be consistent?

Good catch. I see it's 110 in the StoB campaign and as you say it's 115 in Campaign 41. Since I don't remember which one was the intended final number, in a future version I'll set the value back to 110 so it matches the documentation. In the meantime someone may come up a bit short and not realize why the offensive hasn't started. Thanks again for pointing this out.
