The defence of the Empire is becoming more and more difficult. Reports from the front indicate the latest aircraft and ships fielded by the Allied forces are superior to our own, while at the same time the quality of our personnel has declined drastically. We are assailed from all sides and the enemy appears to have no shortage of supplies and manpower. The perimeter has collapsed in several places and we have been forced to reposition troops to our secondary defences much sooner than originally anticipated. China has become a huge drain on our resources, and the need to protect the transport of resources to the home islands has pulled many front line combat vessels that could be used to stop enemy advances.
Despite this we have dealt serious blows to the enemy in the last few months. For example, in the latest offensive actions the Allies have lost large numbers of ships and men: 9 ships at Makin including a battleship, 38 ships at Maleolap including 2 fleet and 2 light carriers, 16 ships at Admiralty including a cruiser (possibly 2 more battleships), 13 ships at Adaman including a battleship and cruiser, 22 ships at Mili mostly transports, and 6 ships at Amboina including a cruiser. Many of these ships were carrying men and supplies that were also lost. Several of these islands are still under our control, and will probably remain that way for some time yet.
This indicates that we will be able to inflict severe losses once the enemy reaches our main defensive line where the majority of our troops and planes are located. This, in combination with our fleet receiving newer ships in larger quantities and our second generation aircraft close to entering production, we feel that it might be possible to force the enemy to the negotiating table by the end of this year. Even failing this goal our superiority in carriers (we believe that they have perhaps 4 fleet carriers in the Pacific and as many as 2 – 4 light carriers, giving us perhaps a 2 -1 advantage) and the enemies distance from our second line of defence would indicate that the enemy will have to wait at least a year before they can mount a serious attack against our primary line of defence.
It is, therefore, our recommendation to his majesty that we utilise this time to increase our pilot reserves, bolster the fortifications on the primary perimeter islands and secure the resource route north of the Philippines from submarine attack. Our industry should be improved to deliver the necessary materials of war and new units trained and shipped to the front. We can not allow the unexpected defeat on the outer lying islands to deter us from our effort, for victory is still attainable.

Despite the heavy losses in Men and Ships, our forces are on the verge of major breakthroughs.
In the Solomons, our forces hold the islands that have strategic importance, and watch over the remaining, isolated Japanese redoubts. These can be reduced, as time allows, but there is no urgency to do so at this time. The enemy base of Rabaul has been neutralized, and again can be eliminated in the future as need permits, it is however of no value to the enemy at this time.
In New Guinea, our forces have advanced overland into Lae, which is at this moment being attacked. The enemy has been isolated at Lae for some time, and the base is no longer operational for our enemy. Based upon our base in Medang, an invasion of the Admirals has been launched. The enemy fortifications have been neutralized, and a brigade of tanks has landed in the island to assist in the final assault.
In the Marshalls, our beachhead at Maloelap holds, and a base force has been landed for support. In addition additional supplies and troops are on the way, since enemy fortifications are very heavy here.
An enemy taskforce, containing at least one battleship has been detected steaming towards Kwajalein (see map). Enemy intentions are unknown at this time, and we suspect that carriers may be present in this task force.
In the DEIs our forces, including some of our Dutch allies have secured the enemy base of Macassar, and have initiated air attacks against enemy shipping using the Balikpapan harbor. Balikpapan is an important source of oil for our enemy, and heavy bombers have also began bombing the oilfields.
In the Burma front, our British allies have doggedly held the Burma road open, and attempted to retake the Andaman islands, however, due to the shortage of troop transports this operation failed. The good news on this front is that, about a year ago, the 7th bomber group, flying B24s, as well as the 78th fighter group, with P38Gs were sent to assists our friends. They have been conducting operations out of Imphal, and have caused great damage to the enemy forces that were suppressing Akyab. Recently, we have been able to send the 19th BG with B17s, and the 35th FG with P38Gs. They have been based at Chandpur and, together with the AVG, now equipped with P40Ns, and based also at Chandpur, have established a constant CAP over Akyab that has caused prohibitive losses to the enemy bombers. The airfield at Akyab is now operational, and able to contribute Spitfires to its own defense. We do not know yet what use this will be to the limeys, but we hope for offensive operations in the Burma theater soon.
We believe the enemy industrial and military capacity to be approaching its breaking point. We will increase our efforts to intercept their oil shipments, as well as continue to pursue the invasions of the occupied territories as vigorously as resources permit.

In a daring airborne raid, the marine paratroopers attacked and seized the enemy base of Finschafen. The enemy at Lae is now completely surrounded. The seizure of Finschafen also provides a harbor to supply the attacking forces in Lae. Supplies now need not come overland from PM/Salamaua.
The attackers at Lae also reduced the fortifications at Lae.

Lae's defenses are being ground down quite rapidly. Due to the prolonged bombing campaign, it appears that the Japanese are out of supply big time, and cannot resist the efforts of the malaria ridden allied forces. Supplies are being sent to Finschafen to assist this stalwarts.
The Japanese resistance at the Admiralty is also winding down. The allied forces are exterminating the sons of Nippon. Also note fighters operating now from the island.
The chinese attempt an attack in Chungking, that is easily repelled with HUGE losses.

Today, August 11th, 1943, the US goverment reports that:
At Rangoon, a large allied air attack, originating from Akyab, was repelled by the Japanese. 27 B17sE, escorted by 39 P40Ns of the AVG were met by 86 Japanese fighters, among them AGM2s, A6M5s, Oscars, Tojos and Tonys. Faced with these large formations of enemy fighters, the AVG pilots attempted to protect the bombers, but were unable to push through to the enemy airfield. 27 P40Ns were lost, but only 2 B17s failed to return. Only 10 Japanese fighters were shot down.
This was an attempt to employ the shorter ranged P40s as escorts instead of the longer legged P38s that had previously been operating from Chandpur. It has been seen that the experience and bravery of the AVG pilots is however not enough to overcome the numbers of the enemy. This new tactic will probably not be repeated.
In the Admiraltys the allied forces keep assaulting the Japanese garrison, where 6 to 1 odds are being achieved, and 600 Japanese losses were reported from yesterday's attack, for alied casualties of only 78.
In Lae, the fortifications have been eroded to a level of 2.

With the fall of Lae today, all of Eastern New Guinea is now in allied hands. Remnants of the Japanese garrison still hold out in Lae but, isolated and without supplies, they will soon be reduced.

In the end, the airborne capture of Finshcafen was irrelevant, since Lae fell before supplies could be transported to Lae via Finschafen, and now, convoys can supply Lae directly.
The actual function of Lae in the continuation of the war is OBE: Overcome by events. With the base at Medang secure, the importance of the level 7 airfield at Lae is minimal.

Interesting events. A large Japanese carrier force, including CV Taiho, Zuikaku, Hyriu and Soryu is attacked by SS Tambor as it attempts to transition into the Java sea. Prior to its attack, SS Tambor herioically sent out a coded message that was intercepted by our listening station in Macassar. It gave the exact composition of the TF. This information will prove invaluable for our dispositions. Unfortunately and due to the long periscope exposures required and the length of the coded message, Tambor came under a severe attack that eventually caused her to be scuttled. A nearby submarine, Seal, managed to rescue the crew.

A major air battle over Rangoon. Vengeance dive bombers, escorted by the AVG attck the airfield. The interceptors had a field day with them, as they were counting coup, the heavyes show up. Surprised at low level, desperetaly the CAP tried to rise to intercept, giving the P38s the chance they needed. A later attack by B17s out of Akyab (They weren't really supposed to do that) went unmolested.
At Maloelap, a new attack reduces fortifications to 7

A large enemy Battleship task force, including BB Yamato did a night time raid on Macassar. It sunk the PT boat tender Oyster Bay, and also tangled with the PT boats that were assigned to harbor defence. Then it bombarded the base, with only a little damage. As the task force withdrew, in the approaching dawn, SS Sunfish tracked them, but before the submarine was able to attack it was spotted and attacked by the escorts suffering two hits, but not before radiong the position of the task force. These delays allowed our aircraft from Macassar to attack the enemy in the daylight, the Avengers and Marauders pressed their attacks home hard, and one of the B26s scored a 500Lb hit on Kirishima. It was unfortunate that the ships were out of torpedo range, otherwise the Avangers might have bagged themselves a battleship. As it is any damage was minor, however the enemy admiral was shaken by the determination of our piolets
