Budgie, In Multiplayer games online, for the sliders to stick/orders to be followed, there is two certainties I can give you. I've been playing TCP/IP for a while now. Certainty 1: The host has to be the first person in the player order. France goes first. If nobody is playing France, then, the host has to be whomever moves next(GB). If this doesn't happen, the sliders will never stick. Locking them, as you see, does no good. Certainty 2: If the host player hits the "end turn" button before receiving the data from the other players, many of their changes/orders will not happen. To avoid this, chat with your opponents (if they're from across the world), and wait for them to send you their data. Once they've all sent, (your screen should sort of freeze up) wait a few seconds, then save...finally hit end turn. I've played guys across the planet, so in the same room you should be able to go gangbusters.
