Hmmm... Maybe I have misread or something but isn't the school best reserach building? It gives +1 research in each segment.
University seems as a bad choice as it improves only those research facilities that are in town or state.
Is this correct or no?

Depends on your situation. There are usually one or two areas you need to "bolster" rather quickly, and for these the individual research buildings in a University Town are great. Overall, the school seems to give the most bang for the buck. And I'm with you that a University isn't a very good buy because by the time you build it, and a mansion so you can take advantage of it, and then the research buildings you've spent a lot of time and money. You would probably get more help sooner just building the research buildings and taking your "+3" many turns earlier.
