Depends on your situation. There are usually one or two areas you need to "bolster" rather quickly, and for these the individual research buildings in a University Town are great. Overall, the school seems to give the most bang for the buck. And I'm with you that a University isn't a very good buy because by the time you build it, and a mansion so you can take advantage of it, and then the research buildings you've spent a lot of time and money. You would probably get more help sooner just building the research buildings and taking your "+3" many turns earlier.
