Was playing the Balanced Econ (historical - high union econ) July 1861 scenario. Union has 4 ships, 7 frigates, 3 fleets.

Naval upkeep shows -25 $, -6 Labor

Seemed pretty high to me. All weapons are naval improvised.

Looked at the acwunits. The numbers did not work up. Changed upkeep values to zero. Reloaded FOF. Looked again -
naval upkeep -22, 6 labor. That worked out right (11, 3fleets ships at -0.25 per ship/fleet approx).

Where is the upkeep cost coming from?
The south shows no upkeep so it is not from shipyards, etc.
Could it be from the naval colleges the north has?
