Be patient and continue to use Bombardmnet Attack along with Naval Bombardment and Airstrikes for a a while. Make sure your units have replacments turned on. At this point, if you are not landing troops, the Amphib HQ is not helping at all. If you have a Corps HQ and a USA Engineer Regiment (Engineer Squads, not Engineers)available to move to Saipan, do so as soon as possible. Make sure that the Corps Commander has a high Admin Skill, high Land Skill, and high Inspiration. The Corps HQ will help keep disruption and fatigue down. The engineer regiment will try to reduce the Japanese fortifications each time you attack. If you have any Tank units available, these really help against Japanese Infantry. Also any Artillery units are a real good idea. If you can bombard the Japanese to the point that the elements are almost completely disabled, the deliberate attacks will be a cake walk (you won't know when this is the case). Do you have a command HQ in range or in the hex? Also a good idea
