Hi there. As the Allies you have no choice in your production output, although you can't choose to change your production you get all the supplies you'll even need for FREE (the Japanese CAN change production but have to work hard for every supply point they get).... Training goes slowly and only at 90%, until the point where EXP reaches 55... If yo loose your "old stuff" and there aren't replacement planes to fill out your losses, you will simply get....nothing... If you are playing with PDU "on" you can disband west coast fighter groups into the plane pool and use the available planes to fill out combat squadrons. Also, using other upgrade options like the P-39 pool you can get some fighters to he front. The first 6-9 months of the war are BAD for the allied in the terms of fighters, you will simply have to work with the tools you have been given....
