I've read and re-read the manual with regard to unit commitment into
combat, but, I'm still not sure how it works relative to units and
leaders entering a combat region using Reaction Movement. For example,
let's say that the combat region is Manassas. The Union AC and six Ucs
move into Manassas against four Confederate Ucs. All Ucs have combat
units attached to them. Robt. E. Lee is adjacent to Manassas and
Reaction Moves there with three Ucs with attached units.

Question 1: If Lee and his three Ucs have Initiative, does Lee help all
or any of the Confederate combat units in combat?

Question 2: If neither Lee nor his three Ucs have Initiative, does Lee
help all or any of the Confederate combat units in combat?

I don't know what the rules say, but it seems if units have more movement points left over they engage sooner.

Yep. I seem to remember a post on here to that affect.

One of the game's designers or playtesters might have to answer my questions.

I've the section on commitment alot... ...

1. Lee help's commit all units(the ones that started in Manassass and the ones he brought in with him. He also provides "to hit" combat bonus's for his inf, calvary and art skills to the units he helped commit.

2. Only the units that started in Manassass get commitment help and "to hit combat bonus's based on Lee's inf,cal.art skill ratings for the one's he helped to commit.
