Status: offline 		When I have multiple units in the same city and they show with different tabs on the unit bar, how can I combine these units?

Status: offline 		The same way you can combine (merge) them anywhere they are.

1) Drag and drop one stack onto the other.
2) Drag and drop one stack's tab onto the other.

1) can be performed on enemy stacks or on friendly stacks who are not in the same region. In either case the stack will have a new icon on it pointing out it's set to intercept the target stack. If it is a friendly one it will auto merge when reaching it, if it is an enemy one it will engage it.
