BUT, IF you set Gibraltar's HQ to be Malta, and Malta's to be Alexandria, Alexandria's to be Kuwait, and Kuwait's to be Calcutta, then you could have Calcutta CITY (NOT HQ) send production to Kuwait, with no penalty, then Kuwait would send it down the line to Gibraltar without penalty. All kinds of possibilities and variations, but jjdenver's is an EXCELLENT way of managing all this. This makes no sense. You can not set a hqs to a city. You can put a hqs IN a city.
