AVP, AVD, and AP do not load supplies. Rather, they support patrol plane operations at any base size zero or above that is located in a coastal hex. AVP, AVD, and AVP provide Aviation Support Points to the base that they are loacted at for the sole purpose of supporting Patrol Planes. The supplies for the operations come from the base in the hex and the planes are based at those bases, not the seaplane tender. Here is how it apparently works: AVP = 6 Aviation Support AVD = 6 Aviation Support AV = 24 Aviation Support If the Tender has an aircraft capacity, this number is added to the aviation support. I do not know if the ones with an A/C capacity can operate any aircraft, float planes or otherwise, while underway, but none of them have assigned floatplanes. The aviation support points apply only to the Patrol planes operating out of the base This is shown on the base screen as the number after the plus sign by Aviation Support.
