I hope this is the correct place to ask about float plane operation and simulation.

How can BB's & CA's operate/ recover float planes in task forces on the open seas when at mission or full speed?

I don't know where to obtain information on exactly how and when float planes were "launched" & recovered, but it seems that the mother ship would have to stop to recover the planes. And in rough seas it would be nearly impossible to recover the aircraft.

Depends on country(Italy for example didn't recover they had to return to a beach/port) and ship. Recover could be on way by special cables other only by crane with ship stopped. Either way the ship has to slow and maneuver to get the floatplane back . That is why i have issues with Japanese CS recovering a dozen of floatplanes, it should hit them in effective speed while they are operating them.

It seems mainly like a fuel consumption point unless the ship is moving at full speed. It would be reasonable to assume it made up the loss by increasing speed for a time for launch and recovery operations losses. Since there is only cruise and full speed in this simulation, there is only the choice to have these units at full speed for partial pulses, which probably is not an easy thing to program, given the comments from other suggestions. I would rather let this slide than make every ship with this condition have perrenial repairs and low operational tempo assocated with MaxSpeed not historically justified. Anyway, the added complexity of speed choice is probably an out of scope enhancement. it is enough for me to let it slide within the current scope of the simulation.
