Lets say I have my Brazil Maru class APs together in a task force with E Tsuta.

The APs cruise at 18. The Tsuta has a maximum speed of 18.

If I set the squadron to full speed, will Tsuta be the only ship to burn extra fuel? Will it be the only ship to accumulate Sys damage?

As I understand it, yes. BM will be the only ship going faster than cruise, so she will be the only ship subject to full speed ship wear & tear & fuel usage.

What a nice ship - why cannot all the ship portraits be this big - or even half would do .

However, pay attention to the type of ship. Many of the liner class APs have a cruise speed that is right at or just below max speed. These ships were designed to cruise at high speeds. You may be better off just setting it to mission speed where you will only give up a knot or two.

In real life, most merchant ships cruise and operate at "full ahead". That is, their top speed is their cruising speed. They are designed for economy and they are designed to work at optimal speed. Any faster or slower means extra cost. A modern freighter that cruises at 16 knots may call for a few extra turns on the shaft to get say 17 knots, but the cost and wear for the extra knot is not worth it.
