Status: offline 		It seems that for the Soviet player, resources produced in an off-map city are used only by HI on that location, excess resouces don´t flow to on-map cities with HI without resources. Supplies produced off-map seem to be consumed by on location industry only too. As a result many on-map factories don´t produce due to lack of resources/supplies.

Status: offline 		I also noted that there are two Soviet towns on the map, Kirs and Solikamsk, with resource production not connected to the railroad. Resources just accumulate there.
