1) I have read in Manual, that HQ provides some bunus to their units in combat. How far is "command range"? Or must be HQ directly involved in combat? (that seems pretty unrealistic in this era; when 1 turn = 1 or 2 days, the Officer and his staff can communicate on good distances)

2) The terrain combat effects table in Manual says, that no terrain affect "Other" type of units in combat. Does it mean, that infantry and cavalry can attack into open with same effectivness as into woods or town?

1) HQ Range is 8 hex for 100% HQPower and drops 20% for each extra hex.

2) Sorry but I don't understand this question.

In manual, pages 35 and 36, there is table of "Landscape" "Attack Modifier/Defense Modifier". In rows are different terrain types and in culomns are different unit types: ARTILLERY, ARMOR, FIGHTER/DIVE BOMBER, LEVEL BOMBER, OTHER.

In the "OTHER" culomn, there is "100%" in every row (with small exception in "Inundation" row).

That is strange - I tend to intuitively protect my troops in "difficult" terrain and behind rivres, but it seems, that it is useless against infantry. I'd suggest to give some attack penalty for attacking into difficult terrain even for "OTHER" type of unit.

You get defensive bonuses in different terrain in the form of entrenchment. The more entrenched you are the harder it is to kick you out.
See the chart on the bottom of page 36.

But attack across river is as effective as attack into open ground...

Actually it is not. Depending on size of river infantry fights at 50-75% of its strength. You might want to check combat details screen to see exact implementation of all modifiers during combat.
