My erstwhile opponent (April 1943, PBEM, Scenario 1) has indicated that he's getting Soviet and Chinese pilots advanced due to TRACOM when, in fact, he has exactly zero such dedicated TRACOM pilots for these respective national services. I'd say that there is probably a 'more = more' solution. The more TRACOM pilots you put into it, the more they will help you develop or 'pull forward' rookie pilots through the training system calendar. The exact formula is in dispute and (based on The Elf's previous posts on the matter) unlikely to be revealed.
