At the start of the GC Germany has a limited number of tech 2 infantry and armor even though the country is tech 1 in those areas. I thought that was a neat design method to prevent the Germans from spam building ground troops early in the game. However on reflection the German's after the conquest of Poland can split their tech 2 infantry and armor and thus create those elite units at will, limited only by their PPs. Is that WAD, or should there be a restriction that you can not split units with a tech rating higher than your base rating?

In particular, I'm also thinking about that tech level 3 armor unit I got as a bonus option for reaching tech 2 armor. I could split that unit repeatedly and restructure my army around its clones. Might not be a good game balance thing...
