Had to google that. They are darn cute. According to Wikipedia they're ground squirrels. Also according to Wikipedia one of the names they are known by is "leopard-spermophile".

Officers son, officers. The chiefs want the worker drones, (AKA junior enlisted) to show up to work, so they can "supervise" and "show leadership". The chiefs don't want the officers (especially the junior officers) because that's distracting. JO's always ask "why,why,why???", and the chiefs have to spend an inordiant amount of time making sure they don't touch anything. The chiefs LIKE to supervise, it's babysitting they hate. So if "Ensign Surekill" wants his nap time, and only shows up to sign the paperwork that the chief has generated ("trust me sir") , the chief is exceedingly happy. Senior officers check in occassionally to make sure that the chiefs have things in hand (and are not tormenting the JO's, but babysitting them and answering "why"), then they are off to their offices (or staterooms on "the boat") to deal with massive loads of paperwork.

Basically JO's can do anything they like if they stay out of the senior officers and senior enlisteds hair. This is called training the JO's to be "self-reliant".

(Or "self-babysitting").
