In my 1.0.7.20 Legends game, Boskara Hive whom I haven't met (they don't show up in the empire list) keeps giving me monetary gifts. That should be a bug, right?

Maybe.

If they trade/steal galaxy maps, I guess they could know about you, without you having met them. Once they send a gift, you should meet them, though.

Yes, that's the thing. Boskara Hive gave me monetary gift at least 3 times but yet they remained unmet.
