No expert here but it seems like a tough shot for a head on hit at a missile going mach 3, when the fulcrum is going just .64, radar off. to hit a harm with ones nose cannon

A HARM doesn't go Mach 3, but I agree that a fulcrum should not be gunning it lol

Added vs-missile modifiers to unguided/ballistic weapons in Build 525.

* 5/11/2014 6:00:23 PM: Gun (20mm/85 Mk15 Phalanx Blk 0 Burst [200 rnds]) is attacking SS-N-12 Sandbox Mod 1 [P-500 Bazalt] #27 with a base-Ph of 70%. Base-Ph adjusted for distance: 70%. Target speed modifier: -21%.Final Ph: 49%. Die Roll: 24 - HIT

This looks like a good improvement. One thing about that harm engagement is that the Fulcrum didn't have a radar on(if I remember correctly), does the type of sensor affect the accuracy of these weapons (I know for naval gunfire having range data is important, I would think having visual data alone for shooting a missile would be challenging, I mean could AEW really vector a fighter to intercept a missile without using its radar?)?

No target size mod for the sandbox?

Might be something to consider.

Fire control sensor for unguided weapons matters only if you have enabled detailed gunfire control from the realism options, check the manual for details.

Not needed.The nominal pk value assumes a large target and the sandbox is exactly that.
