The problem is that what conventional capacity the KPA has left doesn't lend itself to an easily effective scenario, so you have to either add ahistorical components or make it really creative. If you wanted a limited strike, I'd suggest walling off the rest of North Korea with a no-nav zone and only putting in the defenses around the target area itself, and having your forces stage from single-unit airfields (or carriers) with no extraneous defenses. That should save a ton of resources and significantly reduce the unit count. If you want a Second Korean War, I'd say focus on a limited aspect of it, like a rescue mission or close support (to be extra-challenging, make the latter from the KPAF side.)
