Looks like there is a small bug in the formula that checks this rule and it allows to attack that single hex. Why have you vacated hexes above? They are protected :)

Further south, he should be blocked.

actually, a few of the hexes below the river (below the move line) will produce Finish forts and not German forts. Maybe this is part of the problem.

My above comment address the Svir river to the northeast. In my game v bobo I have 2 finnish forts up and running below!!!! the svir river.

Finnish forts are built up to y=14 (inclusive).

edit: That's not connected to Finnish no-attack line.

Fixed No Attack Line in 1.08. I think only that single hex had bug.
