sapper I think I solve at least why there is no fuel in the need section in your production report. Its as morvael says. Purely a display issue. I just started a campaign game as red and found I had 700k fuel with a need for 0. I ask myself if industry does not need it who does? Knowing cities store fuel I checked the locations section of the command report and found that Moscow alone stored 215000 tons alone. Hey Russian players!. they are making the game harder for us so heads up. if you want fuel for your mobile units you better not be allowing city supply reserves be captured. and that goes for supply too. I think morvael and team are going to change the display style of reserve/need but not change the actual numbers. This game is becoming so cool now I cant wait for even cooler to arrive.

I have to agree that their is a supply issue for the Soviets. Was in late 42 and units that were positioned far behind the front (at least 10 hexes) and had not been moved for at least a month and in a city had only about ~30% supplies needed. As already stated fuel is not an issue.
