here is how it stands so far...the rest of the regimes are asleep and will be activated once war is declared. what I would like to see done is somehow make it where the current active nations have to woo, the non-active ones by diplomacy, to become active. once active those regimes will still be independent, but allied with one of the active regimes.(WILL NOT BE LIKE IN GD1938. I just need help in figuring out how to do this.

Israel- Active
Islamic States - Active
Syria - Active engaged in civil war with Islamic Rebels
Islamic Caliphate - Active- fighting against Syrian government

Here is how the alliances are for now-

Israel - allied with India
Islamic States allied with the Islamic Caliphate
Syria allied with Iran and Russia
Iran allied with United Arab Republic, Syria and Russia
Russia allied with Iran, Syria and Iraq
Lebanon - neutral by can be attacked
Egypt - Neutral but can be attacked
Turkey - neutral and cannot be attacked - (may change as this progresses)

right now only 7 regimes can request oil and ore resources via cards. Oil cost is 25 PP for 5000 oil and 15 PP for 3-5000 ore. this was made possible by ernie. the number of regimes which will be able to request this will be increased down the road or that is the plan

House Rules- units will have the following makeup and cannot exceed these. only in effect while playtesting. once you download this after this goes public, then this does not apply

Infantry Brigades- 20-30 Infantry- cannot go over 30
4x machine guns
3x mortars
4 AT Guns (optional)
4 Infantry Guns (optional)
4 trucks or horses (optional)
3 tanks (medium or light- also optional)
Tank Brigade- 10-11 tanks
4-5- armored cars or Humvee (optional) for the Israelis they can have mble anti-tank units which will replace either armored cars and or Humvee

4 machine guns
3 mortars
4 AT Guns (optional)
4 Infantry Guns (optional)

4 armored cars or humvee (optional)or ATGM

I probably worded that wrong, as I based it on my experience with the ATG mirrored random scenario vs the AI. It seemed I had to save oil for several turns by not moving armor and not flying air missions in order to perform a turn of air attacks and armor maoves vs the AI defender. I opted for tons of artillery and massed infantry attacks. I was just curious if the scenario had that problem or is it designed to have the ability to perform more armor/air missions.

no problem, good question. each regime starts out with stockpiled oil reserves. example Islamic states will begin with around 290,000 oil and will produce from their oilfields and ports almost another 16,000 per turn before upgrades if I remember correctly. this will last about a month maybe 2 months before they have to begin watching their oil reserves. this regime will also be able to buy another 5000 a turn with PP points.

Some regimes only supply of oil will be cards or ports, but all regimes begin with some stockpiled oil reserves. Lebanon for example has no oil fields so they cannot conduct armored warfare for very long before they run low on oil.

Oil and ore are very important in this game, and will either help a nation win or cause a nation to lose.

update- all regimes will now have cards in order to get more oil and ore. Once the ISIS (Islamic Caliphate) captures Damascus, Amman and Baghdad, the Capitals of Damascus and Amman will revert to cities and Baghdad will remain the capital of the Islamic Caliphate. an event card will be present stating this as well. Also maybe if it can be done, the ISIS will then get resources of 5000 oil and ore one time event. with these events being added, it maybe a bit before this is ready for play testing.

I have also replaced the torpedo bombers with anti ship planes being of the Orion PC 3 type for most nations at levels 1-2, except Israel they will use this image for all four levels. beginning on level 3 the rest of the nations will use the Russian anti ship plane image.

I have taken a bit of a hiatus, but now I'm slowly getting back into the swing of things. I would like to make leaders for this scenario as well as another. But I have not forgotten about this one as it is still being worked on

On a different and considerably less constroversial subject,
I am just now noticing how you changed the color inside the NATO counter symbols - it looks great. Is there a quick & easy way to do this, or do you go through each individual regime and change each graphic?

there is nothing controversial regarding this scenario, as it is no different from any other conflict in history. So that said, onto your question. What I did was paint each NATO symbol for different countries and yes that was painstakingly boring but worth it....For the Arab countries they use white on black, Iran uses white on red, Israel uses white on light blue and so on.

What I need for this scenario is programming as I cannot program worth spit, so if anyone would like to help me then I would very much appreciate it. Programming is the reason I have not released this yet

if anyone would like to play test this, then let me know. This way I can take suggestions on what to possibly change and what not. Since I first started this a few minor changes has taken place regime wise. Below are a list of the regimes which are in the game

State of Israel
Lebanese State
Islamic Republic of Iran
Islamic States
State of Libya ( Libya since the overthrow of Gaddafi)
Arab Republic of Egypt
Arabia - this nation is huge as it encompasses the following nations. ( Saudi Arabia the main nation, Iraq, Syria and U.A.E.)
Syrian Republic - Free Syrian rebel group
Palestine- (Jordan)
Qatar
India- allied with Israel
Kashmir
Non-active regime- Arab Republic of Syria - (Assad's Syria) allied with Iran

I'm thinking of editing this again and adding the Regime " Kurdistan" in Northern Iraq which is apart of Arabia, but not sure yet.

I have added a new Regime " Kurdistan" this new regime is in real day terms " Iraqi Kurdistan" in northern Iraq. The Kurdish army does have an order of battle of:

36 Brigades- 150,0000-250,0000 men with a population of 8,350,000 people according to Wiki.
Capital is Erbil, with Kirkuk as their largest city.
