Coal Harbor is I believe 1 hex below the winter rules. Grabbing these three base should make Anchorage pretty doable as a follow on I think plus allow some really good air wars over the US and perhaps bottle up some ships. In this phase of the campaign you do not need preparation... Just push in two divisions into any northern city and it will fall.... Keep a floating reserve just in case...
