Basically you select that division and click on the "on ships" bar inside the unit info card on the right.

Be aware this might generally function only when
1. the unit as sufficient SMP left (if not, they have to wait until next turn, starting that one with fresh 200 SMPs)
2. the port has enough capacity left to unload the unit, depending on the load weight

I have sent an HQ to a port which it parked in, but would not disembark. If the port was too small, it should not have been allowed to park in the harbour. Military being military though, there should be an adapt and overcome principle. Therefore, there should be no such thing as a port too small, just a number of turns required to disembark.

I think it is one challenge of the game to keep your interest for stuff like that awake. So you actually play it "good" by noticing that port being to small and sending the unit elsewhere to unload.

If the port is too small, the "u" key will undo your last move. Then you can send the HQ to a bigger port.

Or simply do a right click on your unit symbol in the right hand data card after you selected it and notice the transport cost value. Divide this value by thousand, hit F3 and then look for a port displaying a number at least equaling that value.

Sometimes its not the HQ but the support units attached to it. No port is big enough to unload SHAEF if you wait until too many units in it. I think game is forgiving though and unless fixed recently I think I've actually transferred units from HQ's in port but still on a ship.

The temporary ports made from invasions have no limit on size of unit debarking.
