I put my troops in the terrain, not the base. Troop supply cannot be bombed in hexes, only bases AFAIHS. Troops with 3 forts in jungle are hard to dig out. And you can have several layers here. Force the allies into another amphib near canton where you can really smack them with kami's ... You can't stop them from shooting their AA at planes, though, and bombing them will make them use supply.
