So in order for it to do certain things it can grab vessels in ports, no matter where they are, and form them into TF's as it needs them. I've had the same thing happen in a couple of my AI games, it depends on which script the AI is running. They'll just sail around up there trying to cause mischief, of course you could just use some air assets to dispatch the blighters.
