Wait a minute! Is it really between 3-5 victory clusters and not 4-5? That would explain a lot. I recall there were a number of people who hadn't used the increased victory cluster total and were complaining about the AI doing the same thing all the time. If the difference is as big as 3-5, then that would explain much more deeply why the AI can be so mind-numbingly boring and supposedly does the same thing all the time since it's only using "3" objectives.
If what I'm saying is irrefutable, I would suggest trashing the option to allow three victory clusters (make it five all the time), as it seems to take away from the purpose of the product, when it deceives people, unwittingly, into thinking the AI is really that robotic throughout the span of the random portions of the product. How many people have quit playing this game, never to return, because they played three clusters and the AI was therefore in bore mode? Has anyone who has played with three clusters and found it boring, later played with five clusters and found it considerably more unpredictable? I know what I hear from people who play that way, either don't play it enough with different types of situations, to see the variety that may be in playing with three clusters, or three clusters just plays very boring for the AI.
After playing five clusters for the life of the product, though it sounded tough at first to go to five clusters, I wouldn't be able to stomach playing three clusters for the sake of experimentation.
