Yes, the amount of target illuminators is modeled in the game (although facing arcs are ignored at ranges over 5nm) and you can increase your hit chance by attacking a target from multiple angles in order to saturate the number of target emitters needed for terminal guidance. That is why newer systems like the SMART-L (a much newer scanned array radar) have more emitter capacity then older systems like AEGIS (which uses an older mechanically steered illuminator) in order to mitigate this saturation effect. So if you only look at emitter numbers, then yes, an AEGIS ship is more susceptible to saturation attacks then an SMART-L equipped system. However how much more susceptible? Only people with access to classified weapons system data will know... W.
