So in the first turn of the GC, I'm setting most Corps support level to 0, Army and Army Group to 1 or 2, then OKH to 9. I would expect this to send all the SUs up to OKH so I can reassign them later.

It kinda does that, but it also sends things like road construction BNs down to the Corps level and they just sit there. I have to go through and reassign them manually.

Any ideas on what I am doing wrong?

Thats the way how it works. Construction units will be always assigned down the chain if you turn off locked HQs.

All HQ have a hidden level 3 that cannot be changed for all construction and sapper units. If you unlock HQ, this level will be use regarless of your selection.

We all fall in this trap at least the first time, trying to move construction&sapper to high command and actually get the thing worse..

Maybe something could be done about it. This hidden level do not look like very good game design.

Thanks. Is there a better way to reassign SU, or do I just need to suck it up and do these units by hand?

There is no miracle. Eventually you can create enough construction units (even cheap one like sapper bataillon) to put 3 of them on each HQ and so they will not move anymore.
