No matter how you try to project a round object onto a flat surface, distortions will occur. I'm sure the proportioning decisions were rationally made. One thing the creator of a strategic wargame map treating primarily air and naval warfare must face is equalization of distances calculated in real-life observation on the actual terrestrial globe. Also, areas that are not central to what will likely be the primary theaters can absorb some of the needed distortion while the projected "hot spots" are crafted with more precision.
