I created two new SS Motorized Infantry Divisions [Case Blue Full] pretty much at the start of the game, either turn 1 or turn 2. A few turns later when I had the prestige I cashed it and bought SS infantry replacements, getting about 4900 SS infantry, I have the two new SS motorized infantry divisions next to OKH, and assigned to a corps commander with an officer [the unit has about 300 staff so far]. It is now mid-July, in other words about 8+ turns later, and out of the 8 SS sub-units from the 2 new divisions, only one is filling up, and even then it only has 300 SS infantry.

I have them set to 100% priority.

Other things that have gone through OKH, such as the 60 Panzer IVg that I received via a replacement card, went out fast, as in within one turn after their arrival.
