The manual explains well the function of command groups and support squads in Formation Headquarters. Are they merely "fluff" with no coded function if they are contained in units, eg in a division?

Supply Squads will have no effect in normal - that is non-HQ units. Afaik this also applies to command groups.

Note that you can set a secondary unit icon in the editor. I. e. you could take a normal infantry unit and set HQ as a secondary unit icon. This should have the effect that the unit now also has HQ unit abilities with supply squads and command groups working as in a normal HQ unit.

Give a mechanised unit a secondary unit icon "Ski unit". You now have a modern overland/arctic Mechanised unit.

A good example about the usefulness of a secondary icon can be found in Tutorial '45. I assigned my VG Btls the mortar icon as secondary icon and that enables them to counter-battery with their 81mm and 120mm mortars, as they would in real combat.

To represent e.g. the HQ of an armoured unit, e.g. like the HQ of a Pz.Btl with let's say 5 tanks that should not lose the attribute of being an armoured unit.

Ach so... well, without any HQ use... cosmetics... after all, some of the staff can be represented without too much combat value.
