Okay, I did some math, of the airfields, strategic buildings, radars, and ships in play, there are a total of 1,278 targets to attack. There are also 360 aircraft that can potentially be destroyed if the player plays a perfect game which is not really guaranteed. With 100 points per regular target and 50 points per aircraft, that gives a total of 145,800 points to potentially earn, just short of the 150,000 needed for victory. Except it gets worse, 74 of those targets are A/C Weather Shelters which only count for points when they're destroyed but can't be destroyed, 45 are Underground Targets which aren't counted at all, and 9 of those are Bunkers which, like the underground targets, aren't counted. That gives only 1,150 targets that you can get points from meaning that the highest score you can get, not accounting for possible instances of targets getting damaged, repaired, then damaged again, which could happen with this amount of targets, is only 133,000. Given this oversight, I'm of the opinion that either the recent bump up to 150,000 points for victory was poorly thought out or that the scenario was purposefully designed to be unwinnable and the only real point is to get a high score. Given my recent experience, I believe that the original points cap of 100,000 is an adequate points cap for American victory but if the devs want players to really get into bombing rubble, the points cap could be set to 125,000.
