This thread might be a bit dated, but I have to put my $.02 in for Pacific War. Granted, it's been updated and somewhat enhanced but even with its clunky interface and sub-prime graphics I place it at the top of my list.

Both Atomic Games V4V and WaW series of games/ All are WEGO classics.....
