I think Loka's comment was about being able to see the movement pip the moment they have been given orders by the opponent. While I agree that the LCUs should actually start marching and cover some distance before the movement is detected, I presume the detection is from local informants so conceivably they could see units packing up and lining up on a certain path before they start to move. Movement is not always detected - in my current game I just had a Japanese LCU invisible in a hex that also has an Allied unit. I knew a Japanese unit was moving toward that hex, aiming at a base in the next hex after that, so when it disappeared and my Allied unit arrived, I tried to set my Allied unit to rest, but that option is not available (confirming the presence of the enemy). The Japanese would have reached that hex a complete turn before my Allied unit so they would not be inhibited in continuing their movement. The hex is clear terrain, so detection should be quite easy. I have had invisible enemy units in other instances, but usually in jungle/jungle rough terrain.
