Most of us know there was a bug/feature/whatever in the original WITP whereby if a Jap player moved a lot of air units to a certain base in any given turn, they would be detected by Allied recon the same turn, thereby negating any element of surprise. Is it still the same case in AE? At least up to the latest official patch?

I think this was fixed.

LCU movements, on the other hand... you can see those immediately before they've done any moving.

It was present in AE but has been fuxed (patched)

LCUs are moving in a 60 mile own hex before they reach the next one. It is ok that recon is able to understand the direction of movement. It is still not clear which LCUs move where if there are several directions

In the stock game the hexes are 40 nm/ 46 statute miles across.

I think Loka's comment was about being able to see the movement pip the moment they have been given orders by the opponent. While I agree that the LCUs should actually start marching and cover some distance before the movement is detected, I presume the detection is from local informants so conceivably they could see units packing up and lining up on a certain path before they start to move.

Movement is not always detected - in my current game I just had a Japanese LCU invisible in a hex that also has an Allied unit. I knew a Japanese unit was moving toward that hex, aiming at a base in the next hex after that, so when it disappeared and my Allied unit arrived, I tried to set my Allied unit to rest, but that option is not available (confirming the presence of the enemy). The Japanese would have reached that hex a complete turn before my Allied unit so they would not be inhibited in continuing their movement. The hex is clear terrain, so detection should be quite easy.
I have had invisible enemy units in other instances, but usually in jungle/jungle rough terrain.

What I meant was that the Allied player shouldn't see this movement until after the next turn has been run, but you can clearly see Japanese units moving on the turn their movement orders are set. In essence, it gives one extra day of intel. It seems to be an oversight.

Since the Japanese player enters orders first, they never get to see Allied movements before they start.
