It is set to Naval/Tactical.

I've conducted carrier based, aerial land unit attacks. Is the procedure different for carrier based, aerial naval unit attacks?

Status: offline 		Looks like it's raining in the hex the carrier is in. Also in the hex the destroyer is in. Either condition will preclude a strike.
