Why can't this carrier strike the German DD?

It is set to Naval/Tactical.

Am I sharing enough info?

I've conducted carrier based, aerial land unit attacks. Is the procedure different for carrier based, aerial naval unit attacks?

Looks like it's raining in the hex the carrier is in. Also in the hex the destroyer is in. Either condition will preclude a strike.

At times you'll find the shoreline weather is different from the sea. Always good to check.
