Yes, against a human you can build "speed bumps" to slow the Japanese down. If they really want to take a fortified position, then can but it will tie them down and they will then not be pushing elsewhere. But unless you play a really forward defense, which can backfire badly, let the Japanese over extend. Then, especially if you can sink enemy first line carriers, you can start crushing him earlier than waiting for CV parity or better. The best advice, hit him where he ain't, especially early.
