I think when starting Barbarrossa, the German Armies in AGN where 16th and 18th Armies. One of these HQ is missing in the initial OOB.

You have to be more specific like location what is AGN?

Army Group North. Heeresgruppe Nord. The one going for Leningrad.

I think that what Fulcrum is saying is that in the 1941 scenario there should be an extra german army HQ (the 18th) in the north, if a an historical OOB is pretended.

Gamewise it may not be needed, but it existed.
