Franciscus -> RE: 18th 16th Ger Armies (1/26/2020 5:35:38 PM) I think that what Fulcrum is saying is that in the 1941 scenario there should be an extra german army HQ (the 18th) in the north, if a an historical OOB is pretended. Gamewise it may not be needed, but it existed.
